Formé à San Francisco par des ex membres du groupe Attitude Adjustment, Andy Andersen, Chris Scaparro, Rick Strahl et Eric Brecht. Ron Shipes (ex Piranha) contribue comme deuxième guitare. Le groupe fait ses débuts pour Relativity Records en 1990 avec 'Another Sad Story ... In The Big City'. L'album contient un titre travaillé avec Johnny Cash : 'Folsom Prison Blues'. Two-Bit Thief sort un second album en 1993, 'Gangster Rebel Bop' via We Bite Records avec des reprises de Rose Tattoo suivi en 1995 de l' album 'One More For The Road'. Par la suite Ron Shipes forme Fueled et Andy rejoint le guitariste Pete Wells et le bassiste Andy Cichon de Rose Tattoo pour enregistrer en 1995 un album éponyme.
